CAS history available for any non-playable sim

Townies and NPCs are usually processed by the game the first time they show up in a lot: they are assigned a "CAS history", that means a bunch of various initialization options in wants/fears, memories, etc.

The most visible result is the group of Mystery Sim memories: first kiss and stuff, but there are also a few subtle modifications; usually a sim which hasn't received a CAS history will sport a bit more difficult refresh in their wants/fears panel, with empty slots and annoying stuff like this.

When Bon Voyage was released, programmers will modify the code so BV tourists, locals and Bigfoot too will receive the appropriate CAS history, but they always forget to include the Garden Club members in Seasons, and later the Hobby Mavens in Free Time and Social Groups in Apartment Life.

This fix comes in two versions: SNS if you have Seasons as last EP, and BV-FT-AL if you have at least Bon Voyage and/or any later EP.
