Here's a sim I made on the weekend – I like how her features turned out, and she looks nice as a male too. In my eyes she looks a bit like a pixie or hobbit, so I made her childish and unflirty – a person who never really "grows up" but is very likeable nevertheless. She can wear glasses without too much floating; they don't clip into her nose either.
Moira is a a vegetarian, excitable, childish, unflirty, and has a green thumb.
The male sim in the large CAS screenshot below is 1:1 the same sim.
The collage of 12 faces shows how the mix between Moira and other sims turns out – top row is with Ben, middle row is with Ilja (note the somewhat broken nose on females who end up with Moira's face shape and Ilja's nose (leftmost face)), bottom row is with a male Tara (note slight freakyness on males with Moira's face shape and Tara's nose and mouth). I can't really do anything about that, short of "standardising" my sims even more than they already are (which would make them boring, so I won't) – the game doesn't morph features, it just slaps them together unchanged. In my game I just fix up the kid's features with "editsim" when they look broken; the majority of them turns out OK anyway so it's not a lot of hassle.
No custom content involved, except that I'm using HP's "Custard" Face Replacements – you'd need "afface-v2_HystericalParoxysm.package" for her to look exactly like on the screenshots.
I'm using AwesomeMod with sliders x 2; if you want to change Moira's features you might need a slider hack too (otherwise features will reset to the default range). Your options:

Install Instructions
Quick Guide:
1. Click the file listed on the Files tab to download the sim to your computer.
2. Extract the zip, rar, or 7z file.
2. Select the .sim file you got from extracting.
3. Cut and paste it into your Documents\Electronic Arts\The Sims 3\SavedSims folder. If you do not have this folder yet, it is recommended that you open the game, enter Create-a-Sim, and save a sim to the sim bin to create this folder, rather than doing so manually. After that you can close the game and put the .sim file in SavedSims
4. Once the .sim file is in SavedSims, you can load the game, and look for your sim in the premade sims bin in Create-a-Sim.
Extracting from RAR, ZIP, or 7z: You will need a special program for this. For Windows, we recommend 7-Zip and for Mac OSX, we recommend Keka. Both are free and safe to use.
