Slower and No Decay for Werewolf Clubs

(I don't see this breaking with any updates or future EP/GP/SP unless they alter the clubs or werewolves.)

Update 03/23/25: Fixed the 25% and 50% decay rates for Diplomacy.

I hated how fast my sim was "in trouble" with the pack just because my sim was off living their best life. *What does this do?* Well, this slows or disables the decay rate for the werewolf clubs membership requirements to stay in the club. This started out as just my personal No Decay since I couldn't find anyone that had made something like this. Then it turned into making the decay slower for a friend and now another so I'm sharing all 3.

There are 3 flavors to choose from. ONLY USE ONE!

EA Original Values:
Diplomacy: 0.2
Expand Explore: 0.03
Pack Participation: 0.02
Self Improvement: 0.03
Self Sufficiency: 0.02

Values for 25% Slower Decay:
Diplomacy: 0.05
Expand Explore: 0.0075
Pack Participation: 0.005
Self Improvement: 0.0075
Self Sufficiency: 0.005

Values for 50% Slower Decay:
Diplomacy: 0.1
Expand Explore: 0.015
Pack Participation: 0.01
Self Improvement: 0.015
Self Sufficiency: 0.01

Values for No Decay:
I mean.....need I say more? LOL!

This WILL conflict with any tuning files that alter the following files:
