I had a request at my Yahoo group to make the file I modified available at MTS2 since there were a few people interested in it.
To save time, I am going to quote the readme I included with the file in the zip. Thanks!
**This file will allow you to place lots and houses easier, instead of
only being able to place a lot on an area with a max slope value of 20%.
To install this file, first go to
C:\Program Files\EA GAMES\The Sims 2\TSData\Sys and find the
Neighborhood file (not the NeighborhoodTerrain file!), it should be 3kb in size, and back it up (or move it to)
to your Documents Folder. Next put the file from the “Change max slope value file” folder and put it in its place at the same location,
C:\Program Files\EA GAMES\The Sims 2\TSData\Sys.
When you place a lot/house , the terrain
in that area will elevate itself to the size of the lot you just placed. The terrain may change a bit in the adjustment, but I have not encountered any adverse affects.**
In the snap shots you will notice that before istalling the file in my game, this large shopping mall could not be placed in the areas highlighted in red because the slopes in that area were greater than 20%. After installing the altered Neighborhood file (see above), you will notice that I was able to place the same shopping mall in the same areas, indicated by the green highlighting.

*#*#*Update December 14, 2005: I noticed that the file was no longer working ( I don't play that much any more since I had another baby last Feb) since installing ex packs...
with ex packs you also need to place this file in :
C:\Program Files\EA GAMES\The Sims 2 University\TSData\Sys
And if you have NL:
C:\Program Files\EA GAMES\The Sims 2 Nightlife\TSData\Sys
Just simply copy and past the file into each of the folders mentioned above. This info is in the readme file included with the zip*#*#*
