Here's a map I designed for a quiet little suburb on the bank of a river. It features two bridges, one of which spans the entire length of the map (You can place a monorail line on it to give it the illusion of connecting to your Downtown and Shopping districts). The street layout is optimized for the placement of 3x5 lots.

I recommend you use a camera hack to get the full benefit out of the map but it still works without it.

To install, extract the files to your Documents/EA Games/The Sims 2/SC4Terrains folder.
