Well, I played around learning how to build on very sloping lots and this is what I come up to. I found it fine for a child center, a hospital or something similar...
It's a very sloping lot and maybe it could be problem to place it on a even ground so take a look at this two link:

I use this trix all the time and it works without problem.
To alter the buildable lots just go to the file
C:\Program Files\EA GAMES\The Sims 2\TSData\Sys and look for the
Neighborhood file (not the NeighborhoodTerrain file!)
Backup this file and then open it in NotePad
Look for the text
MaxLotSlope=20.0
Alter it to:
MaxLotSlope=40.0#20.0
That's all...
Save and play!
This lot is fun. Make a nanny and a social worker, add three kids and three toddlers and try to make them all feel well...
On bottom floor is kitchen and livingroom, next floor rooms for the kids and on the top two rooms för nanny and social worker...
There's extra objects and textures but no hack.
I build this lo with University, so...?
Don't place this lot close to crossing streets/roads, because it build up a "mountain" around and could mess up the roads...

Install Instructions
