These are a couple of tiny cc free service lots. Good if you like a tightly packed neighbourhood, for small country towns, if you don't have much room in your town or are on a lower end computer.
The larger lot is set up as a police station and the smaller one as a fire station, but you could easily swap them around. The jail cell could become a storage room for a fire station. These are designed for the officers to live above the work area, so they are both residential lots.
The Police Station
This is on a 2 by 1 lot.
It features one car garage, a front desk, office, jail cell and gym downstairs. There is also a public toilet and a small shower in the gym.
Upstairs is an eat in kitchen, lounge room, bathroom, 3 bedrooms and a small balcony large enough for chess or a couple of easels.
Sims in the law career need both body and logic points.
This is designed to be used by up to three single police officers, but the bedrooms could be changed around for a police officer and his family.
Front desk. Behind the desk is a mini fridge so the officer can give any prisoner something to eat or have a snack themselves.
Jail Cell. This has one bed, 1 toilet and 1 basin for sponge bathing.
The Fire Station
This is on a 1 by 1 lot.
It features a one car garage, a front desk, comfy seat with TV, shower and toilet downstairs.
Upstairs is an eat in kitchen. The bedroom is also the sitting room, with a comfy chair, book case and two single beds.
This lot is best for 1 or 2 single sims.
*Note: If a drivable fire truck is used it will stick out of the garage. This does not stop it being used.
Front Desk
Bedroom with 2 beds, a chair and a book case.
The fire station only has a mini fridge since it would be a bit awkward to have a fire and have an NPC turn up to put it out. The one sink doubles for both dishes and teeth brushing. They also have coffee for those late night shifts.

*The file name on the police station inside Clean Installer will say something else, but it is the correct lot.
Recommended mods: Lunatech 'Lighten Up' Ceiling Light Fix by Menaceman44 http://www.modthesims.info/download.php?t=315720 to make the Lunatech lights sit flush with the ceiling like they do in my picture.
