Unofficial NRaas Story Progression Personality: Town Chief

The police will now only go after the LEADERS of the Cat and Robin personalities. The Cat's members are the people the Cat robbed, the Robin's members are the people the Robin helped; neither are criminals and I assume the Robin gives their people money through untraceable means because that's what the original story progression messages imply. Other personalities (and non-affiliated criminals) still have both leaders and members targetable for arrest.
Less lollygagging, more crime fighting! (default weights changed: Antagonize/Arrest weight 40->60, Recruit weight 50->40, Cohesion weight 20->10)
The police will now arrest criminals regardless of their personality's karma value (important fix because personalityless criminals have no karma value)
New members now need (if unaffected by trait scoring) a law enforcement career level of at least 3 (traffic cop) instead of level 2 (desk jockey)

It always bothered me that nraas story progression had personalities for crime lords, thieves, vigilantes, thugs, and bullies, but no actual police. So all these criminals were running wild around the town bribing and extorting people with no one to stop them. Sure they could get arrested if they were unlucky with their scenarios, but there wasn't any active effort on the part of the police department to proactively go after all these criminals. This little mod turns the police department into an active force against crime in the form of the Town Chief personality.

Unzip and put the package file in your Packages folder where you put all your other Nraas mods. That's it!

The Town Chief is the head of the town's police department. They try to arrest bad guys and other corrupt figures, and generally protect the town from evil doings. They fight crime in a strictly lawful way, so they disapprove of the Vigilantes and may fight against them as often as they work together. But that's not to say they're totally flawless, as the police department is often short on funding and will zealously fine citizens for the most minor offenses and aggressively requisition evidence to make up for their poor budget. Their clan is made up of trusted police officers above a certain level (normally at least level 3, but can be modified by trait scoring).
The Town Chief will target these personalities for arrest: Kingpin, Thug, Vigilante, Cat, Robin, Bully, and Mooch (for bothering the townsfolk with their mooching). Any sims in the Criminal career will also be targeted even if they aren't part of these personalities. Any personalities considered "Unlawful" in the code will also be targeted for arrest.
If the Chief or a police officer quits the Law Enforcement career, they are automatically removed from the Town Chief personality. No vigilantes here, sorry! This personality is only for those with actual badges.

ACTIONS:
Antagonize/Arrest (Weight: 60) = A police officer attempts to arrest a criminal. If they succeed, the criminal may go to jail (depends on go to jail chance set elsewhere in Nraas story progression). If they fail, they get beat up and potentially sent to the hospital (depends on go to hospital chance set elsewhere in Nraas story progression).
Recruit (Weight: 40) = The police chief enlists a suitable police officer to join the group of police officers proactively combating crime. This is a frequent action to ensure that the police department is always staffed with as many capable officers as possible. If there are no eligible officers then this action gets skipped.
Cohesion (Weight: 10) = 2 random police officers other than the Chief grow closer together.
Admiration (Weight: 10) = The Chief befriends a random police officer.
Mooch/Fine (Weight: 30) = A police officer slaps a fine on a random sim ranging from 100 to 2500 simoleons.
Steal/Confiscation (Weight: 10) = A police officer takes a random item from a random sim's home worth anywhere from 100 to 2500 simoleons, supposedly for evidence purposes.
Break (Weight: 20) = A criminal takes revenge on a police officer for arresting (or trying to arrest) one of their buddies by breaking a random item.
Arson (Weight: 5) = A criminal takes revenge on a police officer for arresting (or trying to arrest) one of their buddies by burning a random item.
Teach (Weight: 10) = A police officer trains a fellow police officer to help improve their skills.
Learn (Weight: 10) = A police officer spends some time honing their skills.
Give Away (Weight: 20) = A police officer is assigned to distribute the proceeds from fines and the sale of confiscated goods to a poor non-criminal sim as part of a community outreach program. The sum can range from 100 to 2500 simoleons.

OPTIONS:
Allow Teen: Not used because teens can't be cops, but I'm afraid that it'll break something if I remove it
Minimum Mooch: The minimum amount the police can fine a sim
Maximum Mooch: The maximum amount the police can fine a sim
Maximum Steal: The maximum value of an item the police can take from a sim as "evidence"
Maximum Give Away: The maximum value the police can give to a poor non-criminal family in the Give Away scenario
Allow Go To Jail: Whether the police can actually arrest people. I highly suggest to keep this on

I had plans to add even more fun chaotic personalities (some of which include: Powerbroker (ruthless machiavelli type politician), Advocate (civil rights leader), Godfather (mafia, more classy than kingpin), Anarchist (like robin but not limited to stealing), Ultra (fanatic sports fan), Wobbly (working class union), Boffin (professional/expert intelligentsia, more elitist than the Nerd), Hippie (carefree, easygoing, ecofriendly pacifists), Paparazzi (salacious, unethical journalist), Muckraker (upstanding journalist that exposes corruption), and Samaritan (helpful neighbor, pillar of the community)), but the creation process was more time consuming than I thought and I had to work through lots of errors and mistakes. I wanted to put this out now as a proof of concept to show that custom Nraas personalities are possible. ***just to reiterate these are NOT in this mod, they're just cool ideas that I have***
Author's note 2:
This personality should work even if there are no other Nraas personality mods installed (but you really should install them for extra fun and extra chaos). The police will just go after criminal career sims and do all their other business as usual.
