This is a sim version of Madam Puddifoot´s coffee shop (or tea shop) in Hogsmeade where Harry Potter and Cho Chang went to on Valentine´s Day once. It´s quite small and somewhat tacky (I couldn´t bring myself to make it any tackier ). You can drink not only coffee there but taste or buy nectar too, read, play the piano or play chess. My sims seem to like it, so I hope yours will enjoy it as well.
You can set the party machine´s effects to confetti (as described in the book) or bubbles (it looks better in my opinion).
