No Broken Object Reaction

Disables the "Annoying Mess" interaction so that when objects break, Sims will have no reaction. That's all there is to it.

Technical stuff: it works by blacklisting/blocking the interaction for all species, meaning that humans and all occults will have no reaction when something is broken. This is called a Global Test Condition. Previously, it was blacklisted if Sims had a buff denoting that a fire was on the lot, but I've edited the code to make it so that if Sims have the traits Human, Vampire, Mermaid, Ghost, Alien, or Spellcaster, they will not perform it. In other words, the interaction still exists in-game but Sims will not perform it.

This modifies E882D22F!00000000!0000000000012213.reaction_AnnoyedByMess.InteractionTuning.xml and anything else that does so will conflict with it!
