These are complete dresses on the Maxis default (34" hips) separates short skirt bottom mesh. When worn with an appropriate T-shirt or skintight top, the dress covers the underlying shirt and takes on its shape. Hence, the same dress can be used for a variety of final effects.
Further, by selecting a top that also has stockings specified, the stockings appear under the dress appropriately.

Despite the diverse appearances evident in the screenshots, none of these four dresses use any custom meshes directly. The various upper body shapes are determined solely by the top worn with the dress. Maxis default T-shirts, Warlokk separates T-shirts, and Warlokk nudes work fine as the underlying top. See figure 2.
These four are on a 34" hips mesh-- the Maxis short skirt default that comes with the game. Dresses using the same trick but on other hip size meshes are forthcoming; watch for posts tagged "BCC3". The "LBG" in the file names and tool tips is my alias' alias.
Moving these to other meshes is encouraged; it should be trivially simple to move any of these to any of Warlokk's custom short skirt meshes. Making use of the underlying textures for other purposes is also encouraged. However, please do not upload this stuff or anything derived from it to pay sites.
