Bear in mind that if the phone hasn't been used by a Sim yet, you can only recolour the base but not the handset. For me the handset changes accordingly as soon as I enter Live Mode. If that doesn't work, have a Sim use the phone and that should change the colour of the handset. If a phone has been used before, base and handset are separately recolorable.
