You can place beach lots in many places! It's very flat terrain so it will be good for building.
The terrain is quite flat and low so I recommend NOT building basements. Thank you for your attention CatherineTCJD! 
InstallationAfter extracting the .zip archive, you will get Hakaii.png file and Hakaii.SC4 file. Put them all in Documents/EA Games/The Sims 2/SC4Terrains. This directory may change, but you have to reach the "SC4Terrains" folder!
